DEPUTY CITY CLERK

The Corporation of The City of North Bay is accepting applications for the position of Deputy City Clerk. This position provides support and backup to the City Clerk, formulates and recommends various policies to Council and implements their direction.  The Deputy City Clerk is also responsible for the day to day administration and management of the department’s staff and maintaining the corporate philosophy of financial accountability, while delivering the best possible services to council and the general public.

Key Responsibilities 

  • As Council and Committee Secretary, attend all Regular and Special Committee, Council and Budget meetings and provide support to the City Clerk and leadership to the department;
  • Responsible for ensuring that the City’s Record Retention By-Law is in compliance with all relevant legislation;
  • Assists the City Clerk with the administration of the municipality’s responsibilities prescribed under the Municipal Freedom of Information and Protection of Privacy Act;
  • Assists and supports the City Clerk in supervising Administrative Staff and Budget Control
  • Assists and supports the City Clerk and the department with electoral duties such as election preparation, implementation and orientation of new Council.
  • Other statutory duties relating to the Vital Statistics Act, Lines Fines Act, Planning Act, Local Planning Appeal Tribunal, Community Emergency Meetings etc.
  • Assist the City Clerk in the drafting of and providing guidance related to Corporate Policies;

 The successful candidate will possess the following key qualifications:

  • Diploma or Degree in Political Science, Public Administration or Business Administration (AMCT or CMO designation is preferred);
  • Minimum of 3 years municipal experience, preferably in Clerk’s Office;
  • Sound understanding of municipal level parliamentary practices and procedures with an in-depth knowledge of relevant acts and regulations;
  • Demonstrated leadership, supervisory and team-building skills with the ability to effectively coach, motivate, and coordinate the work of others;
  • Effective oral and written communication, presentation, report writing, and research skills;
  • Demonstrated strong conceptual, analytical, strategic thinking and problem solving skills.

The annual salary range for this non-union position is $78,646 - $98,294. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.
