Building & Planning

You may be following the City’s response to the COVID-19 outbreak. The City has already taken steps to lessen the risk of spreading COVID-19 and we’re taking further precautions to help address this unique, ever-evolving situation.  In light of this situation the Building Department will be taking the following precautions for our staff to ensure that building services and inspections can continue within the area.

Plan Submission & Permit Issuance:

During this time we ask that all submissions be submitted electronically to OR by dropping off your documents to City Hall using the external drop box to the right of the main doors. Please note that in person appointments are not available at this time.

Permit processing will continue as normal.

Notice to Permit Holders:

It is the responsibility of the constructor to determine if their project is considered essential under Ontario Regulation 10/21. Inspections will not be conducted on projects not deemed essential by this regulation. Should work commence beyond a required stage of inspection, retroactive Building Code Act enforcement measures may be taken.

Permits will be issued electronically via email or through a digital drop-box setup by Building Services staff.

Code Related Inquires:

During this time we ask at all code related inquires be restricted to email or phone. If a site inspection is required through these discussions, staff will follow the same procedures as noted under the Inspection Request section.

Inspection Request:

In order to maintain our current inspection program and to maintain the recommended protocols for physical distancing, the building department will be imposing the following conditions:

  1. Please book inspections via this online form or via the email below.
  2. Specify if Residential, Commercial or Industrial.
  3. Provide site address, permit number, type of inspection, site contact name and phone number & you will be contacted by the Building department to coordinate the inspection within 48 hours.
  4. Site superintendent is responsible for ensuring all health and safety protocols recommended by the Province are implemented and enforced on site.
  5. Any sites where a worker is ill or has been out of the country within the last 14 days will not be inspected.
  6. All required inspection papers (i.e. truss drawings) shall be submitted electronically in advance.

Inspection Protocols:

Note for enclosed inspections: For inspections occurring within an enclosed, but unoccupied structure, such as insulation, heating, occupancy or final, Inspectors will be qualifying the site with the conditions 1 to 6 above. If any of these conditions are not satisfactory to conduct an inspection the inspection will not be available for a minimum of 14 days. 

Inspectors will ask that building sites be vacated for the duration of the inspection.

Inspections will not be conducted for new starts of projects applied for after January 12, 2021 that are not deemed essential by the Province.

Note for Occupied premises: We have made the decision to temporarily halt our in-person inspections of occupied buildings; however, will be providing inspection services via Google Duo. As of Monday, January 4, 2021 City of North Bay Building Officials will only be conducting inspections via Google Duo for projects that contain an occupied building (e.g. Finished basement, Secondary suites, Additions, Residential Rental Housing Licensing etc.). This temporary measure for facilitating inspections of occupied buildings will be continually monitored for reduction or extension.

Property Standards complaints will be responded to on an emergency and vital services basis, otherwise complaints will be logged for review following Pandemic.

In case of Building Code Emergency situations, such as an "unsafe building" an inspection will occur and city staff will be supplied with appropriate Personal Protective Equipment.

Planning Matters

Application Submission:

During this time we ask that all submissions be submitted via dropping the application off in the drop box at City Hall.  Application fees are required to be by cheque (no cash payments).

Public Meetings under the Planning Act:

City Council and the Committee of Adjustment are continuing to holding statutory public meetings under the Planning Act. Notice of these meetings will be given in the manner required under the Planning Act. More information on public meetings can be obtained by emailing or calling 705-474-0400 x 2414.

Zoning Inquires:

During this time we ask at all inquiries be restricted to email ( or phone (705-474-0400 x 2414).

Committee Meetings:

All Committee meetings, including the Municipal Accessibility Advisory Committee (MAAC) and the Municipal Heritage Committee (MHC) are being held virtually. If you are interested in attending either of these meetings please contact planning staff.

Site Inspections:

All entry into private residences has been suspended.
