North Bay, ON – Sept. 18, 2020 – The City of North Bay will further expand access to in-person services at City Hall starting Sept. 21 with the resumption of counter services at the Provincial Offences Administration (POA) Office.

Located on the second floor, POA office services include payment of POA fines and the completion of extensions for fine payments. Enhanced health and safety precautions remain in place at City Hall, including floor markings to support physical distancing requirements, and signage to help with traffic flow and maximum occupancy. Residents are required to sanitize their hands, wear face coverings and practice physical distancing while inside the building.

The City’s Customer Service Centre continues to offer in-person services weekdays between 9 a.m. and 4 p.m. for tax/water payments, parking rental sales, burn permit purchases, and parking ticket payments. Access to residential rental housing, business, marriage and lottery licensing, as well as building plan submission and permit issuance will continue to be available by appointment.

In order to minimize line-ups, residents are encouraged to continue to use online options or the drop box outside City hall when possible.

REGARDING PROVINCIAL OFFENCES ACT MATTERS

All in-person Provincial Offences Act matters (e.g., traffic tickets and offences under provincial legislation) scheduled until January 22, 2021 will be rescheduled. Do not attend court.
All in-person Provincial Offences Act (POA) matters scheduled from Monday, March 16, 2020 through to and including Friday, January 22, 2021 will be adjourned and rescheduled to a later date. If you have a matter scheduled in-person during this time, do not attend court. This applies to all POA courts in Ontario. All court locations will continue to hear matters remotely.
A notice of your new court date will be sent to you by mail to the address on file with the court. For more information, please contact your local Provincial Offences court.

On September 10, 2020 the Chief Justice of the Ontario Court of Justice made an order pursuant to s. 85 of the Provincial Offences Act extending most timelines under the Act until December 1, 2020. A copy of this order is available here:

If you received an Offence Notice (ticket) or Parking Infraction Notice (parking ticket) after March 1, 2020, you have until December 1st, 2020 to exercise one of the options set out on the back of the Notice. If you do not respond by December 1st, 2020 you may be deemed not to dispute the charge and a justice may enter a conviction for the offence.
Please refer to the Order for a list of all steps in a proceeding that are impacted by the extension of time.

Ne vous présentez pas au palais de justice.
Toutes les instances en personne relevant de la Loi sur les infractions provinciales (LIP) qui devaient avoir lieu entre le lundi 16 mars 2020 et le vendredi 22 janvier 2021 inclusivement sont ajournées à une date ultérieure. Les personnes qui avaient une instance prévue pendant cette période ne doivent pas se rendre au tribunal. Cette directive s’applique à toutes les cours des infractions provinciales de l’Ontario. Toutes les cours continueront d’entendre des affaires par un moyen à distance.

Le 10 septembre 2020, la juge en chef de la Cour de justice de l’Ontario a rendu une ordonnance, en vertu de l’art. 85 de la Loi sur les infractions provinciales, prorogeant la plupart des délais prévus par la Loi jusqu’au 1er décembre 2020. Les personnes qui ont reçu un avis d’infraction (contravention) après le 1er mars 2020 ont jusqu’au 1er décembre 2020 pour exercer l’une des options indiquées au verso de l’avis. Si elles ne répondent pas d’ici le 1er décembre 2020, elles seront réputées ne pas contester l’accusation et un juge de paix pourrait inscrire une condamnation pour l’infraction visée.
L’ordonnance indique toutes les étapes d’une instance qui sont touchées par la prorogation des délais.

This could include: police notes, witness statements, diagrams, and photographs.  This information is called “disclosure” and you must ask for it in order to get it.
