SCHEDULE C, CLASS ENVIRONMENTAL ASSESSMENT
NOTICE OF STUDY COMMENCEMENT


The Corporation of the City of North Bay is proposing to improve Lakeshore Drive and Pinewood Park Drive from Ferris Drive to the City’s southern urban boundary limits, approximately 1.04 km south of Decaire Road, being a total distance of approximately 3.7 km. The improvements are to widen the road to increase capacity; improve all intersections within the study limits; investigate the implementation of roundabouts at major intersection; improve existing driveways; correct storm drainage problems and replace aged culverts; and improve illumination and eliminate safety concerns. The study will also address implementation of active transportation along the route, guided by the City’s Active Transportation Plan.

The City is proceeding with a Schedule C Municipal Class Environmental Assessment (EA) to consider the impacts associated with the proposed upgrades. The Class EA process will address the following:

  • the existing traffic capacity and conditions along Lakeshore Drive and Pinewood Park Drive, including
    operations at key intersections;
  • alternative solutions to implementing the road widening and addressing future needs;
  • the location, extent and sensitivity of the existing environments within the study corridor;
  • potential impacts of each alternative to the noted environments and possible mitigating measures;
  • public and agency consultation and participation;
  • an assessment of the alternatives based on the project objectives, environmental impacts and public/agency comment;and,
  • identification of a preferred solution.

The purpose of this notice is to invite public/agency input and comment early in the study such that they can be incorporated into the planning and overall study design. Comments should be directed to the Consultant as noted below. A further opportunity for public input and comment will be provided at an upcoming Public Information Centre (PIC) during which time the various alternative solutions and assessment of each will be presented.
